Mission Statement

Butte College’s Student Equity Program is committed to fostering diversity, inclusion, and equity while promoting a campus learning environment that encourages and supports all students in persisting toward their educational goals by increasing their retention and graduation rates. The Student Equity Program champions the rights of all students to meaningful educational opportunities and works to define and secure the full range of resources, supports, and services necessary to provide these opportunities to disproportionately-impacted students. The Student Equity Program also provides leadership and accountability to resolve systemic inequities for all Butte College students through engaged research, community outreach, professional development, and by expanding pathways for access and success and promoting a healthy and engaging campus climate.

Program Description

The Student Equity Program is established in order to ensure equal educational opportunities and to promote success for all students, regardless of race, gender, age, disability, or economic circumstances. This program will focus on increasing access, course completion, ESL and basic skills completion, degrees, certificates, and transfer for all students as measured by success indicators linked to the Student Success Scorecard. 


Accountability for Previously Funded Items


Accountability Item 1

The Student Equity (SE) Program was granted one 50% Secretarial position to support the SE budget. The Secretary to the Dean of Student Services position began on October 1, 2015, and is supporting both the Dean and the Student Equity Program budget.

Benefit

The Dean's Secretary has been invaluable to the SE Program. This position has taken the burden of the SE budget off of the Secretary to the VP of Student Services and will allow the SE program to accurately track expenditures, monitor financial transactions and paperwork, and project future spending.



Accountability Item 2

The Student Equity Program requested a 50% Research Analyst in the 2014-2015 Unit Plan. Currently, student equity funding is supporting one 90% Research Analyst who began work in February 2015, and one 50% Research Analyst who began work on November 16, 2015.

Benefit

Student Equity work begins and ends with data. The Chancellor's Office has mandated that each community college disaggregate and analyze its student equity data in a very prescriptive way, and we need Research Analysts to do that work. The SE Plan for 2015-16 has reliable data that is analyzed and presented in a clear, concise format. This would not be possible without the work of the Research Analysts. 



Accountability Item 3

Student equity funding supported one Academy for College Excellence (ACE) Five-Day Experiential Learning Institute (FELI) in August, 2015. Twenty Butte College faculty and staff went through the FELI training.

Benefit

The ACE FELI training had two purposes: 1) to provide professional development for faculty and staff working with "dashboard" students, and 2) to promote the development of an ACE cohort model at Butte College. At this point, many of the faculty who participated in the FELI are using the tools they learned in their classroom practices, and there is interest in bringing the ACE model to Butte College.



Student Learning/Administrative Unit Outcomes

The Student Equity Program is new and has just began the process of developing Program Learning Outcomes. Thus far, the SE Program has one Program Learning Outcome:

Student Equity Program staff will provide each Butte College academic department with clear and accurate disaggregated course completion data and will support faculty in 1) understanding department-level student equity gaps, and 2) taking appropriate action to mitigate those gaps. 

The Student Equity Program will be working over the 2015-2016 academic year to fully develop all Program Learning Outcomes and assessment tools and protocols for evaluating those PLOs.

Standards/Goals for Student Achievement (All Other Departments)

The CCCCO has mandated that all student equity programs analyze five student success indicators that are well aligned with those articulated in the Student Achievement Standards: access, course completion, ESL and basic skills completion, degree and certificate completion, and transfer. In terms of course success, the College has five year improvement goals that range from 2-3.5%, while Student Equity Plan goals are to increase course completion rates for disproportionately impacted students by 3-15% in the same five year span. The College plans to increase ESL and Basic Skills completion rates from 2.3-3%, and Student Equity Plan goals are to increase ESL and Basic Skills completion rates for disproportionately impacted students by 3-6% within 10 years. Within five years, the College plans to increase degree completion rates by 5%, certificate completion rates by 2%, and transfer rates by 15%. Student Equity Plan goals are to see increases for disproportionately impacted students in the following areas: 3% in degree and certificate completion and 3-8% in transfer by year 2025.  


Strategic Direction

The Student Equity Program directly supports the College’s Strategic Direction in two main areas: “Enhancing a Culture of Completion and Academic Achievement” and “Enhancing a Culture of Inclusiveness.” In terms of “Enhancing a Culture of Completion and Academic Achievement,” the Student Equity Program is facilitating the success of students by “collaborating effectively with K-12 to set appropriate student expectations, align curriculum, and prepare students for college success.” The Student Equity Program is currently funding the “High School Collaboration Project” with the Oroville Union High School District to align curriculum in English and prepare students for college-level math with math assessment preparation study sessions and a “Math Prep Boot Camp” scheduled for April 8, 2016.     

The Student Equity Program also supports “Enhancing a Culture of Inclusiveness” by improving access, course success, degree and certificate completion, and transfer of targeted student populations through the implementation of the Student Equity Plan. The Student Equity Plan includes the results of a disproportionate impact study relative to the success indicators mentioned above and the College’s planned activities to address the disproportionate impacts revealed by the study.

The Student Equity Program is new and has not yet gone through the Program Review process.


Department Goals

Student Equity Program Goals for 2015-2016:

  1. Research and inquiry—a commitment to 1) continually examining disproportionate impact phenomena in context to reveal culturally embedded root causes, 2) prioritizing the voices and lived experiences of students, and 3) evaluating the effectiveness of project and programmatic activities in closing equity gaps and improving outcomes  
  2. Professional development—a structured, comprehensive approach to providing faculty and staff safe spaces to engage in courageous conversations about race, privilege, and unconscious bias as well as an emphasis on providing tools for developing inclusive and welcoming environments, individualized instruction, and representative classroom curriculum
  3. Targeted, student-centered interventions that mitigate disproportionate impacts for underserved populations—a collaborative, coordinated process for evaluating qualitative and quantitative student equity data and developing interventions and activities that address the unique needs of disproportionately impacted students

Future Development Strategies

Strategy 1 - Full-time Assistant Director of Student Equity

The Student Equity Program is requesting a full-time Assistant Director of Student Equity. This position will provide support for the Student Equity Program in the following ways:

 

1.       Assist the Director in the overall planning, designing, implementing, and evaluating of Student Equity Program projects and services.

2.       Support the development and maintenance of the District-wide Student Equity Plan in coordination with the Student Success and Support Program and other student support programs and services.

3.       Work closely with Institutional Research to assist in the development of appropriate evaluative methodologies, research, statistical reports and other outcome measurements to identify disproportionate impacts at the college.

4.       Coordinate special projects as assigned by the Director, to include but not be limited to, in-reach and out-reach activities at District sites, project management, and presentations for campus groups and community agencies.

5.       Maintain current knowledge of relevant governmental regulations, Chancellor’s Office guidelines and legislative and statewide issues that have implications related to the Student Equity Program of the District

6.       Assist in the preparation, administration and maintenance of the Student Equity annual budget.

7.       Monitor the effectiveness of student equity projects and services. Develop action plans to correct any issues as required and manages the implementation of these plans in coordination with the Director.

8.       Operate a computer to create and maintain databases, produce documents, manage data and create analytic reports and analyses designed to support the success, outcomes, and briefings containing descriptive, analytical, and evaluative content and program review of the Student Equity Program

9.       Prepare and maintains fiscal reports, studies, surveys, and program reviews.

10.   Supervise Student Equity Program personnel to ensure that program objectives are being met. Supervisory duties may include assigning and reviewing work, maintaining standards, coordinating activities, selecting new employees, and acting on employee problems.

11.   Assist in the development of Student Learning Outcomes; address outcomes which pertain to areas of responsibilities.

12.   Attend state and local conferences and workshops related to student equity; represent the Student Equity Program on campus committees.

13.   Serve on a variety of District committees as requested.

14.   Performs related work as required.

In 2014-2015, the Student Equity Program at Butte College was awarded $787,674 in student equity funding to address disproportionate impacts in the areas of access, course completion, ESL/Basic Skills completion, degree and certificate completion, and transfer. For 2015-2016, the amount of funding for student equity at Butte College has nearly doubled to $1,508,295, as has the amount of work required to adequately support the program as it continues to grow with more funding and more approved projects. The Student Equity Director is requesting an Assistant Director to help support the implementation and evaluation of campus-wide student equity efforts.

Requested Non-Financial Resources

The Student Equity Program is requesting a common work space for all SE-related staff, preferably a suite within the SAS building for the SE Director, the SE Assistant Director, two Research Analysts, the Dean of Student Services, and the Secretary to the Dean of Student Services. Currently, the SE Director’s office is inside the Office of Student Learning and Economic Development on the second floor of the SAS building, the SE Research Analysts’ office is on the third floor of the SAS building inside the Foundation space, and the Dean of Student Services and the SE Secretary are located inside the Admissions and Records office on the first floor of the SAS building. Having all of the student equity staff in different locations is very inefficient and does not foster either the level of productivity or the sense of programmatic cohesion that are necessary to ensure the success of the Student Equity Program.
