Classified Senate

Mission Statement

The purpose of the Classified Senate is to provide a vehicle by which the classified staff is able to fully participate in the process for achieving the goals and mission of the college and promoting a successful learning environment for students. It shall be the function of the Classified Senate to participate in the governance of Butte Glenn Community College on a consultative level; to actively collect, evaluate and disseminate information for the classified staff; and to represent those interests in non-bargaining agent (CSEA) issues before and on governance or college committees. The Classified Senate shall also promote professional and personal development through participation for all classified staff. The body represents the classified staff on professional matters and in the general participatory governance process.  The Classified Senate President interfaces with the Superintendent/President.  The Senate President and one of the classified executive committee members serve on the College Council and the Planning and Budget Committee.

Program Description

The Butte College Classified Senate represents all professional staff members of the Butte-Glenn Community College District in matters relating to participatory governance, and assumes the primary role in disseminating information and gathering input on behalf of the Classified Staff. 

The Senate works in conjunction with the California Community Colleges Classified Senate (4CS) to promote and clarify the roles, rights, responsibilities and opportunities for Community College Classified Staff to become involved in participatory governance and to contribute toward the Mission of the California Community Colleges as originally described in AB 1725.

The Senate does not deal with any matters related to "collective bargaining" or hiring committees. To better explain the differences between the Districts relationship with the CSEA staff union and the Classified Senate, please refer to the Delineation of Duties as agreed to by the CSEA, the District, and the Classified Senate.

Strategy 1 - Promoting Professional Development for Classified Staff

The Classified Senate will help the college to achieve its initiatives by promoting leadership and participation in governance by Classified Staff, as well as encouraging professional development opportunities through workshops and trainings, most specifically the yearly Classified Leadership Institute conference (CLI).

Supporting Rationale

The Classified Senate is in need of a portable laptop computer that can be used on campus at each meeting for the Secretary to take notes and create minutes and agendas. Each Senator is required to serve on other institutional committees and could also utilize the shared laptop as part of their participation on the other committees to conduct research, access the college's array of online tools such as the Portal, Web Advisor, Colleague, etc. We also have Senators representing areas off campus such as the Chico Center, Skyway Center, and Glenn County Center. Providing web cams for these staff members would allow them to conference in remotely and participate in meetings at the Main Campus when they can't get away from their respective area.  Furthermore, each year, Senators and Classified Staff are sent to conferences as representatives of our area and having access to a computer while off-campus would be a valuable resource to get the most out of the trainings.  Additionally, he Classified Senate needs a new voice recorder for the Secretary to record the meetings in order to go back and review to notate the minutes. The recorder that we have used in the past is very old and has recently broken. We would like to upgrade to a recorder that has MP3 capability for more efficient computerized use.

The Butte College Classified Senate holds “Senate Level” Membership with the 4CS (California Community Colleges Classified Senate).  The yearly membership fee is $100.  This amount was cut from our allocation two years ago and we hereby request that it is reinstated as an ongoing augmentation.

Current Financial Resources

The Classified Senate's current revenue stream is provided by the district.  The only other external resources available are those of our own fundraising efforts for projects that require funding not provided by the district.  Funds raised are deposited into the Classified Senate’s Foundation Account and are separate from the district funds. Fundraising includes events such as book sales which provide scholarships to students and offer scantron exam forms to students during finals week. We also sell gift baskets in a silent auction to raise money for Think Pink for Breast Cancer Awareness and Care in which proceeds are given back to the community.

Travel for 3 Additional Staff Members to the CLI Annual Conference Each year Classified Staff travel to the CLI (Classified Leadership Institute) Conference. The current allocation is $3,500 annually for travel. In an effort to encourage professional development of Classified Staff and support the mission of the college, we would like to be able to fund three more participants each year. Granting an additional $3,000 would pay for three more people to attend at the cost of $525 per person for the registration fee, $290 per person for the three night stay in the hotel, and the cost of travel via mileage reimbursement or other specified travel arrangements. Description of the program from the 4CS CLI Webpage: “The annual Classified Leadership Institute (CLI) focuses on effective classified participation in participatory (shared) governance processes, both state-wide and at the local district and college levels. Participants attending the CLI conference will explore numerous events that encourage personal development, leadership, and strong communication skills, leading toward increased confidence, enhanced professional skills, and broad-based knowledge of our California Community Colleges. Activities include both interactive and informational sessions with ample time for networking and workshops where newly acquired skills can be utilized in a supportive environment. CLI is designed to meet the educational needs of today's California Community College Classified Staff.”

Printing/Duplicating Costs The Senate operates on its frugal non-instructional supply budget of $250 annually, in addition to relying on donations for events. Additional funding is required to cover the costs of printing supplies such as business cards for Senators, advertisements in the form of posters and flyers for Classified events, and handouts and printed materials for informative meetings.

Travel for two 4CS Representatives to Annual Special Events/Conferences/Trainings The California Community Colleges Classified Senate (4CS) has two representatives from Butte College. Currently, one of our representatives also serves as the 4CS Secretary and the other is the 4CS Treasurer. 4CS is a non-profit organization and as funding gets tighter and more limited, it is crucial that Butte College Classified Staff are able to participate in the 4CS special events and represent our district, learning invaluable information to bring back and share with their constituents as part of our professional development endeavors. The amount we are seeking in the ongoing augmentation requests is for the Travel, Registration, Meals, and Lodging for the North Quarterly Board Meeting held in September at $539 per person; Travel and registration to the CCLC (California College League of California) Annual Convention in November , which costs $1,204 per person; $570 per person for the Quarterly Board Meeting for Classified Senates in March; and $1,040 per person for the two 4CS Representatives to travel to the Executive Board Pre-and-Post Meetings at the Classified Leadership Institute Conference in June.
